Organised Suburban Army

Looks like this street has a garbage OCD... that could have been a better title than the one I have stated.

Imagine an old ex-army sargent who wanted to feel incontrol again and wanted to line up his men ready for battle... or... some bored housewive who just didn't like the fact that next door always left their bin lid open and to an angle, but then went OTT with organising... or maybe some kids did it to freak out their stoner friend. Either way, it wasn't me and I felt it was strange to find this.
